Emily J. Barr is an associate in Miller Canfield’s Public Law Group, where she advises public entities and stakeholders on a broad range of public law and finance matters. Her practice includes traditional bond financings, economic development initiatives and tax increment financing strategies. Emily also supports municipalities, school districts and public authorities in structuring innovative funding solutions that promote community growth and infrastructure development.
In addition to her public finance work, Emily is actively involved in the firm’s Election Law practice. She has co-authored legal analyses on significant legislative developments, including Michigan’s 2023 election law reforms, which addressed protections for election workers and the regulation of artificial intelligence in political advertising.
Emily earned her J.D. from Wayne State University Law School, where she served as Moot Court Chancellor, helped found the Voting Rights and Election Law Society and was a finalist in the Jeffrey G. Miller National Environmental Law Moot Court Competition. She also holds both a B.S. and an M.A. from Central Michigan University.
Before joining Miller Canfield, Emily developed and executed educational programs, workshops and conferences on bipartisan legislative oversight at the Levin Center for Oversight and Democracy and served as an adjunct faculty member in the English Department at Central Michigan University’s Global Campus.
Emily is based in the firm’s Detroit office and is admitted to practice law in Michigan.
