Conor Starrs is an associate in the firm’s Public Finance practice group, where he advises municipalities, public authorities, and other governmental entities on a wide range of public financing options. Conor also provides counsel on general public law matters, ranging from contract drafting and review to helping clients navigate complex statutory and compliance issues.
Conor earned his J.D. from the University of Michigan Law School, where he participated in the Community Enterprise Clinic, supporting small businesses and non-profit organizations in Detroit with their transactional and organizational needs. While in law school, Conor worked at the Ann Arbor City Attorney’s Office, gaining experience in municipal governance and regulatory issues. He received his undergraduate degree from Michigan State University.
