Based in Chicago, Paul Durbin is a senior public finance attorney and the head of our Renewable Energy Finance Practice.

With over 20 years of experience, Paul is finance counsel to local governments, nonprofits and higher education institutions as well as to purchasers of debt obligations. Paul serves as underwriter's counsel, bond counsel, disclosure counsel and borrower's counsel in public financings, economic development projects and public private partnerships. He also advises on federal and state securities law compliance. Paul has worked on noteworthy financings, including the first pooled sustainable energy project financing completed in the U.S.

Licensed in Illinois and New York, Paul Durbin has worked from our Chicago and New York City offices on critical infrastructure financings and U.S. and overseas energy projects. An experienced renewable energy lawyer, Paul is involved in wind, solar, hydroelectric and biofuel projects. He represents developers, investors and property owners in the development, financing and construction of energy facilities, as well as in the purchase of power generation. He recently served as lead counsel in the successful development of the first solar farm for a major university.

Paul formerly ran a New York City firm that advised renewable energy startups, developers and equipment suppliers on joint ventures, financing operations, energy development projects and establishing manufacturing facilities in the U.S. He continues to work with renewable energy companies in these areas.

Representative Matters

Securities Law Compliance: Underwriter's and disclosure counsel in large infrastructure financings, including airports, water systems and housing projects.

Bond Counsel: Represents Illinois local governments financing capital improvements, economic development projects and working capital needs.

Renewable Energy: Counsel in a wide range of renewable energy projects in the United States, including the construction of solar facilities in the Midwest and the purchase of electrical generation from a 100MW wind farm located in rural Illinois.

Energy Efficiency: Represents borrowers and financial institutions in energy financings, including an innovative $60 million financing of energy efficiency improvements in the State of Delaware.

Overseas Development Projects: Advises on the structure and financing of energy projects in Latin America and Asia.

Capital Fundraising: Assists companies in negotiations with investors to secure equity investment and structure debt financing.

Establishing U.S. Operations: Represents European and Asian companies establishing operations the United States.

Director, Ullico Infrastructure Fund (UIF): 2012 to present

Founded in 2012, UIF directs financial resources to rebuilding the nation's infrastructure by investing in a diversified portfolio of water systems, electrical transmission and hydroelectric, solar and wind energy generation facilities. UIF has invested in several significant infrastructure projects to achieve its investment goal of attractive risk-adjusted returns with significant annual cash yield and relatively low volatility.

Advisory Board, Positive Energies (Pos-En): 2016 to present

Pos-En develops sustainable energy projects focused around a modular direct current microgrid architecture. Pos-En finances, designs, builds, owns, operates, and maintains energy infrastructure in critical infrastructure, private business and government.
