Rose Wills has extensive experience in analyzing arrangements under the Federal Stark Law, the Federal Anti-Kickback Statute, and other healthcare fraud and abuse laws.  She has assisted clients with a variety of matters including forming and maintaining effective compliance programs, establishing group purchasing organizations, advising on matters relating to health technology, and structuring physician/hospital relationships. 

Rose also specializes in drafting governance documents such as operating agreements, bylaws and Buy-Sell Agreements in addition to drafting and reviewing physician employment agreements.  She also assists health industry clients with various HIPAA related matters, including drafting Business Associate Agreements and arrangements involving electronic health records. 

In her corporate practice, Rose advises clients on a variety of matters including entity formation, nondisclosure agreements, and license agreements.  Rose also has experience in corporate mergers and acquisitions, having assisted in several multi-million dollar acquisitions.
