Alan has an extensive background in governmental litigation and representing municipal governments relative to new economic development, rehabilitation projects, and collection of tax revenues, including: Renaissance Zoning, 328 exemptions; 198 certificates; MEGA and other tax incentives and credits; permitting; eminent domain; and the drafting and review of virtually all types of development agreements. In addition, Alan has extensive experience in litigating and collecting tax payments, development payments and other moneys owed to municipal governments in large, complex bankruptcy proceedings and ensuring that a municipality’s interests are protected.

Experience
During law school, Alan served as an intern at the Michigan Court of Appeals under the Honorable Bill Schuette.
Alan recently assisted a city in closing a transaction involving a major redevelopment of vacant property that brought in hundreds of jobs and created substantial tax revenues for the municipality. Vacant for a long time, the property wasn't benefitting the city or the surrounding community. The development is now thriving and spurring future redevelopment in the area. In the end, creative solutions were developed that resulted in a win-win for all parties involved.
